Highlands in Bloom is a licensed residential treatment center in Agoura Hills, California. Our clinical program is developed and overseen by Clinical Program Director Stacy McNeal, PhD, LMFT and Medical Director and Psychiatrist Dr. Todd Hill. Psychiatric care is a foundational component of our residential treatment program, integrated into each client’s individualized treatment plan from admission through discharge.

Psychiatric care in a residential treatment setting involves the ongoing clinical oversight of a client’s mental health by a licensed psychiatrist. Unlike episodic outpatient psychiatric appointments, residential psychiatric care is continuous, collaborative, and embedded within the full clinical picture of the client’s treatment. At Highlands in Bloom, psychiatric care encompasses medication evaluation and management, psychiatric assessment, diagnostic clarification, and coordination with the broader multidisciplinary clinical team.

How Psychiatric Care Works

Residential clients at Highlands in Bloom receive weekly one-on-one sessions with Medical Director and Psychiatrist Dr. Todd Hill. These sessions address medication evaluation and ongoing management, psychiatric assessment, and the integration of psychiatric findings into the individualized treatment plan. Dr. Hill works in direct collaboration with Clinical Program Director Stacy McNeal, PhD, LMFT and the clinical team to ensure that psychiatric care is not delivered in isolation but as a coordinated component of the whole-person treatment approach. Psychiatric status is reviewed regularly throughout the residential stay, with treatment plan adjustments made as clinically indicated.

Dr. Todd Hill situates each client’s psychiatric presentation within the full clinical context of their trauma history, nervous system state, autoimmune health profile, and overall physical and psychological wellbeing. For clients managing both mental health disorders and autoimmune conditions, this integrated approach is particularly critical. Chronic inflammation, HPA axis dysregulation, and immune dysfunction each produce psychiatric symptoms including depression, anxiety, and cognitive impairment that require a clinician who understands the physiological dimensions of psychiatric presentation. A comprehensive psychological evaluation is conducted at intake to establish a clinical baseline and inform the treatment planning process.

Upon admission, clients undergo a comprehensive psychiatric evaluation with Dr. Todd Hill. This assessment informs the individualized treatment plan and establishes the baseline against which progress is measured throughout the residential stay. Weekly one-on-one psychiatric sessions continue for the duration of the stay, with additional contact available as clinically indicated. Medication management, when applicable, is overseen directly by Dr. Hill and communicated clearly to the client throughout the process. Clients leave with a discharge plan that includes psychiatric follow-up recommendations and any medication management guidance needed for the transition to outpatient care.
